This is the kit that goes into the carburetor when the engine will not idle cleanly, when the mixture has gone rich, or when the carburetor has been sitting with fuel in it.
Ethanol fuel is the usual reason these kits get fitted. Fuel left in the bowl over a winter turns to varnish in the jets and the needle valve, and no amount of cleaning gets a blocked idle jet back to where it was.
