Both seals in this kit sit at the propeller end of the gearcase. The inner one seals the propeller shaft where it leaves the housing, and the outer one sits behind the propeller hub. Water reaches them every time the engine is tilted down, so they are the first seals to fail on an outboard used in salt water.
The early sign is a thin oil film on the water at the stern, or a smear of oil around the propeller hub after a run. Once the gear oil turns milky, water is already inside and the bearings are running in emulsion, which is when a seal kit stops being enough.
Changing the cotter pin and the drain gaskets at the same time is part of doing the job properly. A prop nut without a sound pin can back off, and a hardened drain gasket will weep whatever state the shaft seals are in.
